V. Government Securities System (GSS)
It manages and organizes the issuance of Government securities, namely:
1- Issuance of Government bonds to local banks
2- Settlement of Government bonds upon maturity
3- Payment of interests due to Government bonds holders
4- Central registration of Government bonds holders
5- Issuance of certificates of ownership
VI. Credit Facilities
Credit line granted to local banks at 3% interest rate for 28 days against specific guarantees approved by QCB.
VII. Certificates of Deposit
These certificates are issued by Qatar Central Bank to confirm that a sum of money has been deposited by a certain bank licensed by QCB for 14 days at a fixed interest rate. The certificate holder shall receive , on maturity date , the original deposited amount plus accrued interest .
VIII. Discount & Rediscount Rates:
All banks operating in the State of Qatar shall carry out discount and rediscount transactions of commercial papers and securities with Qatar Central Bank. QCB shall apply a discount rate on these transactions whose period shall not exceed 92 days and the minimum discount or rediscount rate shall be (one million) Qatari Riyals for each transaction and shall not exceed “30” million Riyals for each bank.
