The Department strives to achieve the highest standards of performance and transparency by utilizing advanced methods and practices in accordance with the laws and regulations governing the purchasing process at the Bank.
The main tasks and responsibilities of the Procurement Department include:
1- Identifying the QCB's needs for goods, services, and accessories in collaboration and coordination with other Departments.
2- Preparing the procurement plan in consultation with various Departments to meet their upcoming purchasing or contracting needs.
3- Ensuring that the necessary standards are in place for qualifying and approving companies that will participate in the procurement and contracting processes.
4- Creating and maintaining a database of qualified companies, institutions, and offices approved by the committee responsible for procurement, tenders, and bids.
5- Evaluating the performance of contractors, suppliers, and service providers periodically and after the completion of contracts to ensure they meet the required standards.
6- Implementing all laws, regulations, and bylaws related to the QCB's procurements and contracts.
7- Executing and overseeing the procedures for bidding, evaluation, awarding, and contractual terms in accordance with approved laws and regulations.
8- Verifying the necessary financial approvals for purchases and contracts, and taking necessary actions if the financial credits are insufficient to ensure compliance with the estimated budget.
9- Executing purchase orders and supply requests in accordance with approved laws and regulations.
10- Monitoring project execution and compliance with implementation schedules to ensure timely completion.
11- Following up on the execution of contracts entered by QCB, to ensure the compliance of the contracted parties with the contractual obligations in coordination with the requesting Departments and the Procurement and Contracts Section.
12- Coordinating with Legal Affairs department regarding the interpretation of certain clauses and provisions in the QCB's contracts, that may lead to disputes with contracted parties.
13- Monitoring contractors' compliance with executing the contracts within the agreed timelines, and report any delay to the relative party.
14- Updating contracts according to issued Change Orders in accordance with approved law and regulations.
15- Proposing penalties and deductions on contracted companies to ensure compliance with contractual terms and conditions.
16- Any other tasks and duties assigned to the department within its scope of responsibility
