Hamad Ahmad Al-Mulla
With more than 15 years prudential and financial sector experience, as Supervision Assistant Governor. Mr. Hamad is responsible for the supervision of the Qatari financial sector. Within the Supervision Sector at Qatar Central Bank (QCB), he currently oversees the mandate of the six departments: Banking Supervision, Insurance Supervision, Other Financial Institutions Supervision, Financial Technology Supervision, Financial Crime Compliance as well as Licensing. He provides immediate leadership to these six departments’ directors in ensuring effective and efficient delivery of QCB’s strategic goals as well as supervision sector transformation plans in line with various national level financial sector strategies.
For the prudential and supervisory mandate of QCB, he represents QCB and participates in different committees and working groups at country level, as he has been a member of the of the National Anti Money Laundering and Terrorism Financing Committee headed by Ministry of Interior (MOI), and member of the QCB Financial Stability and Risk Control Committee (FSRCC) Headed by His Excellency the QCB’s Governor which includes the members from QFCRA and Qatar Financial Markets Authority. He was appointed as a member of the board of the Qatar Financial Centre Regulatory Authority (QFCRA) in 2022, representing the QCB through his capacity as Assistant Governor, Supervision.
He is coordinating with the international entities, such as; the Basel Committee on Banking Supervision (BCBS), Islamic Financial Services Board (IFSB), Accounting and Auditing Organisation for Islamic Financial Institutions (AAOIFI) and the International Monetary Fund (IMF) and other external parties such as the external credit rating agencies and leading international auditing and consultancy companies.
He joined the QCB in 2010 and have held several positions at the QCB bringing a decade of direct regulatory and supervisory experience ranging from financial stability to prudential regulations and effective supervision of the financial sector which led to implement several strategic initiatives. Prior to joining the QCB, Mr. Hamad began his professional career in the banking sector.
Academically, Mr. Hamad holds a master’s degree in Islamic Finance from the Faculty of Islamic Studies at Qatar Foundation, and a Bachelor of Science degree in International Banking from the New York Institute of Technology.
