Reserve Management

The Reserve Department manages and invests Qatar Central Bank (QCB) funds and reserves in accordance with the Investment Policy and Strate​gy adopted by the QCB's Investment Committee. The objectives of the investment policy are to achieve returns on invested assets within the established criteria while maintaining the integrity of assets and maintaining sufficient liquidity to maintain exchange rate stability and ove​rall financial stability of the banking sector.

The Investment Committee (“IC") is chaired by the H.E. the Governor.The Committee is responsible for determining the general guidance of the reserve management, investment policy and the annual objectives

The Committee also monitors QCB reserve portfolio and takes the strategic decisions based on the market development, which aims to preserve capital, maintain sufficient liquidity and generate income.



Investment Department
  
The investment department is responsible for managing Qatar Central Bank foreign currency reserves in accordance with the investment policy approved by the investment committee. In addition, the department monitor QAR exchange rate and provide USD liquidity to maintain the USD/QAR exchange rate stability.          
         
Investment Risk and Compliance Department​    
The Investment Risk and Compliance Department supports QCB Reserve Management Portfolio by managing investment and compliance risks. It oversees credit, market, and liquidity risks, ensuring investments are directed toward secure entities to minimize potential losses. The Department also ensures that the portfolio strictly adheres to QCB’s Investment Policy and aligns with national and international regulations, including AML standards, thereby supporting a resilient portfolio that meets QCB’s strategic and regulatory obligations.


        


          

          

          
                 
                 
Investment Operations & Settlement Department
​The Investment Operations and Settlement Department supports QCB Reserve Management Portfolio by ensuring that all the transactions related to reserve management and investm​ent activities are processed on time correctly. Furthermore, the department mitigates risk by managing and reviewing all fund transfer activities related to payments towards QCB portfolio. This reflects the importance of the investment operations and settlement department role in the management of QCB reserve portfolio. This is accomplished by managing funds and executing transactions to ensure the settlement of all QCB reserve management portfolio trades accurately.​
