Supervision Support Department

The Supervision Support Department strengthens the effectiveness of the regulatory framework governing financial institutions supervised by Qatar Central Bank by overseeing licensing processes, following up the licensing affairs, supervising governance frameworks, and advancing supervisory methodologies. The Department promotes consistent and effective supervisory practices, contributing to sound institutional oversight, financial stability, and market integrity.

The Licensing Section, under the Supervision Support Department, oversees all matters relating to the licensing of financial institutions subject to the supervision of Qatar Central Bank, ensuring orderly market entry and continued compliance with approved regulatory requirements.

This includes reviewing applications for new licenses, expansions, and the addition of new activities; processing requests for the renewal, cancellation, and amendment of issued licenses; and developing licensing requirements and procedures while maintaining licensing records, thereby ensuring clarity of regulatory requirements and their proper implementation.

The section is responsible for following up on the licensing affairs of financial institutions subject to the supervision of Qatar Central Bank after the granting of a license.

It reviews applications relating to organizational structures and constitutional documents, nominations of board members, external auditors, and appointment of senior management, as well as requests to convene general assemblies, and requests for installation of ATMs, to ensure continued compliance and sound regulatory adherence.

The Governance Section oversees the implementation and effectiveness of governance frameworks within supervised financial institutions, promoting sound management practices and institutional oversight.

The Section conducts off-site and on-site inspections of governance arrangements, assesses matters relating to board and executive remuneration, develops relevant supervisory programs and regulatory standards, to support the consistent application of governance requirements across the financial sector.

The Supervisory Development Section supports and enhances the efficiency and effectiveness of supervisory activities through collaboration and coordination with domestic and international supervisory authorities and by supporting in identifying areas for improvement in supervisory methodologies, competencies, expertise, and technological and digital tools.

The Section manages and coordinates specialized supervisory assignments, conducts benchmarking studies in line with international standards, and provides recommendations aimed at strengthening supervisory performance and aligning with best practices, thereby supporting the continuous development of the supervisory frameworks.
